Windows 8.1 desktop icons rearrange on reboot

Windows 8.1 desktop icons (not metro) , on reboot rearrange themselves on left side of screen.
Auto arrange is turned off.
Thoughts?

Does it do it on another user account? Could be a user profile issue.

Very strange. I've seen something like that before, but only on a dual monitor setup.

Do you put your icons where you want on the screen? Then on a reboot it goes back to the way it was?
