Is your screen resolution set to its native resolution? Are the video card device drivers up to date?

I've tried to replicate the problem you are having on my computer, using every resolution supported, and I'm unable to duplicate the issue.

That is definitely weird for sure. Does it do it when you have the taskbar set to normal?

You could also create another account on your machine, just to make sure its not a profile issue on your computer.

That is a weird thing, I've never seen that before.

What is your make and model of the video card?

NVIDIA? AMD? Intel?

With Intel video cards, only the Intel HD series and higher is fully supported, which are integrated graphics from the newer Core i3, i5 and i7 processers. Older onboard graphics cards such as Intel 4 series Chip set family, P965, G33/G31, 945p, 945g/GC, are discontinued, and only have compatibility support for Windows 8, but only have Windows 7 drivers for driver date 9/23/2009. The WDDM driver has a newer date but that is the latest driver.

Is this a laptop or desktop? What kind of Intel onboard card is it?

Also what is the make and model of your computer? If its a desktop, if there is a PCI Express Slot open, you may need to consider a Video Card upgrade

If its a laptop, then its possible that the latest drivers are already installed, and that its not a full Windows 8 certified intel onboard video card.
