Desktop computer, location 1000+ miles off, how to correct

I have a Desktop computer that never changes in actual location (always at my house).

When ever I pull up a weather map, bing map, or do a speedtest.net test it always come up with a Settle Washington as my default location. I live near KC MO and would like Kansas City or someplace 50 to 100 of KC to be my default location.

I'm running Windows 8.1 with the Windows 7 desktop mode most of the time (I still do not like the Win8 style). Occasionally a program will switch over to a windows 8.1 app to open.

This just started about a week ago, before that it had the KC area. I did not install anything new, unless the computer did it on its own.

That shouldn't make a difference. I'm an American expat that got out of the Army here in Germany(been living here over 25 years), and my PCs are both set up for the US, English with German keyboard, so my software will be downloaded in English and not German. It's just that I make sure that Bing and Google know in their settings that I'm in Germany but only want services from the States.

Edit:warn: Make sure you never delete these cookies either. you can save them the hard way in IEs internet option or if you use Ccleaner move them to the right side. for Microsoft services here they are:

Google Fiber.... LOL... although Google fiber is spreading around the KC area like wild fire.... I live 35 miles outside of KC in a rural area, 0.50 mbps DSL is the best I can do... Dishnet have me running (right now) about 20mbps... So I can not complain YET!!!

One thing I've noticed with some Web sites is they are able to narrow down where the computer is, kinda scary at times. They can also tailor downloads for when I'm on my Mac or on my Windows computers. Many times sites will pick up my ISPs IP addresses.
