Is it a file or a folder you are trying to delete and do you get an error message when you try to delete it?

Make a note of the folder the file is in, boot into Safe Mode, use explorer to treeclimb to that folder, see if you can delete that file.

    Hi
There is a little proggy I use, called Move on Boot.

MoveOnBoot Free - Rename/Move/Delete Locked Files on Reboot

D/L it, install and run , navigate to the folder or file, add to move on boot
Then restart ! should or will be gone.

FIRST make sure its not important to Windows

Another solution would be use Lock Hunter to see what is actually blocking file access. And if you cannot unlock the file you can always boot from a Linux live cd to delete the corresponding file.
