The bios loads way before windows loads..

restart your pc and keep tapping F2 or DEL key to enter bios setting..

or you can keep tapping F12 to enter the boot options menu to select, boot from setup media, then re-install OS and correct drivers

if you can see the files -try to run - setup.exe

and I said keep tapping the key - not just one tap or constant hold

as there is no way your locked outta the bios settings without asking for a password..

you can't get into bios settings because you are not using the right key or at the right time

Two of the following keys will get you where you want to be by tapping them right after powering on the pc..

F2 - DEL - F12

As mentioned, the BIOS is the first thing to load. You could take your hard drive out and still access the BIOS. The BIOS is what launches the OS.
