Need help "Unblocking" to download zip files

I have Windows 8 and am trying to download a zip file. The .exe file will not download because it is blocked. However, when I right-click to properties, I do not have a button to unblock.

I tried adding the unblock file to my right-click context menu with the .reg file. It added the Unblock File link. When I click on it, the blck PowerShell window pops up for a second and then disappears. I then right-click and extract all. However, the .exe file still does not appear.

I am not sure what I'm doing wrong. Any help would be appreciated, as I desperately need this file to install it on my computer.

The .exe file will not download because it is blocked.

This is NOT a .ZIP file. It is some form of executable, either a straight binary file, or a self-extracting archive file.

The file with .exe extensions are dangerous to download (unless you know their sources) because that's the most common way to "hide" malware such that, when you open the file, your PC gets infected.
