File is opening with other user

Dear All,
At my 10 computers network that each client are accessing files from file server...
some files, when i tried to delete or rename, the message a alert relate File is beginning open by other user..
When i asked other use that they are opening or no? they said no!

Here is my question,
Do we have any program to see the file that we are attempting to delete is currently open in which program?
This is we face with two of our computers..

Restart the server. Or restart the client(s). If you need the file and cannot modify it, copy it somewhere.

No program I am aware of does what you need it to do.
