Solved Win 8.1 does not shut down when dual booted with W7

I am part of a computer club for seniors.
We have 8 PCs dual booted with Win7 and 8.1 using Easy BCD
The PCs also have Deep Freeze installed.
None of the PCs will shut down from Win 8.1.
We have tried clearing the CMOS as suggested in another forum but without success.
Please help.

Well, first of all, unless you go to some trouble to make system changes, Windows 8 does not Shut Down; instead, it goes into a new form of Hibernation which leaves all the "drives" that it was using, while it was running, still open -- preventing you from accessing these drives from the other OS. This is how it is designed to work.

If this is the problem, you need to go into Win8 and disable FastStartup. After that, when you shut down Win8, it will really be shut down.

Second, I read a little about Deep Freeze and it appears its primary purpose is to prevent local changes to the PC environment such that, every time the PC is booted, the same environment is in place. Since the vendor claims it works in Win8, my suggestion would be to contact them, see if their Tech Support can help you as it may be tricky to get it working.

Clearly I didn't explain our problem.
Our problem is that when one clicks on "Shut Down" in Win8.1, the PC seems to shut down but is actually in "Sleep" mode (or some such). And any movement of a mouse loads the boot screen where one can select Win7 or Win8.1.
This doesn't happen in the one PC which has not been upgraded to 8.1 from 8.
To shut the PCs down we need to open Win7 and shut down from there.
I will search for option to disable FastStartup and try that.
