How have the administrator mode for Windows files

I recently had a dll error, but having had a major disorder due to a virus, I format and it is very rare that it happens.

I used iolo Drive Scrubber and I had a DLL error, rpsc3260.dll I read on the internet that must go to HKEY_LOCAL_MACHINE folder / Software "folder /" Microsoft "folder /" Windows "folder /" Currentversion "folder.
Click on the Run folder / rpsc3260.dll Click on the queue.
Delete the file by pressing Delete key rpsc3260.dll

I know how to go... execute / regedit

For install the DLL file in Windows must be in administrator mode, I would like to know how we can have administrator mode for do that, if it's possible...

Because when I have this error, I have try some command but no one fix the problem

    dskchk

    sfc /scannow

    dism /online /cleanup-image /checkhealth

    dism /online /cleanup-image /Scanhealth

    dism /online /cleanup-image /restorehealth

bcdedit /set bootmgr displaybootmenu yes for go troubleshothing and command prompt...

Thank you very much, I want to learn

it might not be the total fix for you though as it is also suggested to turn it back off after you have used ,not to be used as an everyday acct
