Won't wake by any USB devices

Before upgrading this computer to Win 8.1, I could use the keyboard, mouse or Media Center remote to wake the computer (Vista and Win 7). Now, none of these devices will wake the computer and I can only wake it by pressing the power button.

Also, in the past the wake up would be almost immediate. Now, it shows the post and boot screens, then goes to the logo with spinning dots for a few seconds and finally to the desktop.

I don't see any options re waking the computer. The dialog panel has "Power Options" on the title bar an a single tab with "Advanced settings". I have the Balanced plan selected. What option are you suggesting?

The mouse as well as the keyboard and remote receiver were already enabled to wake the computer. I also turned off the option to power down each of the USB hubs.

I also noticed that the remote receiver that normally responds to a remote command with a red led does not respond when the computer is asleep. This suggests that the USB port might not be powered in the sleep state, hence it would be unable to 'see' any kb, mouse or remote actions. How does keep power on the USB ports?

There are a few options that I set
Sleep State - tried both S1 and S3 states
Wake by mouse doubleclick - enabled
    PME event wakeup

Since the USB port power seems to be missing, I checked the 5v standby power on pin 9 of the MB. When the system is on, it reads 5.05v but in standby it only reads 4.36v. Would this cause the USB ports to be dead when the system is asleep?

I also tried installing a ps2 mouse. It didn't awaken the system with a double-click even though the option was enabled in the BIOS

    PROBLEM SOLVED ! ! !

It seems that the 5vsb supply in my power supply was failing and not putting out the voltage to support the USB busses.

I replaced the PS and all is joy.
