When I click on Start / Control Panel I get 'All Control Panel Items'.

Not sure what you mean by 'All Control Panel Items' if all items are appearing, click by View by Category.

I set my Control Panel as a menu on the Start list, moving the mouse over the right arrow or clicking it gets a fly-out that lists all the applications and I can choose the one I want instead of opening Control Panel then finding it.

Using the Desktop toolbar in the taskbar gives you the best of both options, view by category and the individual items fly-out lists.
