Thumbnail previews are black

I hope someone can help with this...
In the last week some of my thumbnail preview pics are now showing as black rectangles. They display ok when opened, just the previews are black. Thing is, it's not all .jpg files, just some.

Things I've tried to fix this to no avail...

1) Deleted/rebuilt the iconcache.db file in AppData
2) Re-associated .jpg files with a reg file I got
3) Cleared thumbnail cache
4) The display icons instead of images is unticked
5) Ran sfc/ scannow, found nothing wrong

I'm hoping I don't need to re-install Windows, for such a small but nagging problem.

Just wondering if "Always show icons, never thumbnails." is unchecked.

Also, I had some thumbs.db files get corrupted (for network drives) and on local drives Windows 7 stores all the thumbs in one central db at The cache is stored at %userprofile%\AppData\Local\Microsoft\Windows\Explorer as a number of files with the label thumbcache_xxx.db. I normally use something like CCleaner to clean the cache files out.
If that doesn't work, I've had programs hijack the file association and that killed the Windows thumb generation. That is a little more complex, and I had a hard time solving that.

I've installed a free third-party file browser (cubic explorer), and the icons are showing fine in that, so I'm guessing I've narrowed it down to Windows Explorer broken? Is there a way to re-install that?
