the file that I install is 'WinHlp32.exe for Windows 8.1'.

I just downloaded and installed the application. Firefox wouldn't do it so had to use Internet Explorer. There's several versions so one has to get the right one. According to your System Specs you'll need the 64-bit [x64] version for Win8.1, the version for Win8.0 won't install. Might try installing it again.
Download Windows Help program (WinHlp32.exe) for Windows 8.1 from Official Microsoft Download Center

Something happened with mine and it now doesn't work. The version on my Win7 works fine using the same .hlp files.
