Moving the recycle bin

Windows 8.1 on a tablet.

I would like to move the Recycle bin icon to a different location on the desktop. But when I drag its icon it only asks me if I want to create a shortcut. How do I move the original icon to a different spot.

Are you using the touch screen?

I discovered it will move if I use a mouse, but if I use the Touchscreen to drag it, it only offers the option to create a shortcut. Because I am using a tablet running Windows 8.1, I need to be able to move it using the touch screen without needing a mouse.

I can move other desktop shortcuts by dragging on the Touchscreen, but not the recycle bin.

Is this a known bug?

No touch screen, just a trackball. I don't know if its a bug or not, I don't own a touch screen.

Maybe someone who uses a Touchscreen could chime in? Maybe there is a trick to it.
I am using a touchscreen on my Toshiba laptop, and I have moved that icon by dragging it with my finger. A tablet may behave differently.
