#1. I created an MS-DOS Startup Floppy Disk on my Toshiba Satellite Model C75D-B7304 laptop with 64-bit Windows 8.1, and AMD A6 APU, and 4G RAM, and 1 TB HD.

#2. I then went to F2 & F12 to boot to an external USB floppy disk drive.

#3. The computer then tried to boot from the USB external floppy disk drive with the MS-DOS Startup Floppy Disk, but I got the following error message:

CLIENT MAC ADDR: 00 8C FA 88 38 44
GUID :369810B0-5F08-11E4-AF03-008CFA883844
PXE-E53: No boot file name received
PXE-MOF: Exiting PXE ROM. No bootable device -- insert boot disk & press any key.

#4. Has anyone ever booted from an external USB floppy disk drive in Windows 8.1?

#5. Also, I configured my computer to go to Safe-Mode on startup if I press F8, but when I get there, the keyboard is frozen, & I can't use the up or down keys or the enter key, so I have to re-start.

First off, there has been no such thing as MSDOS since the days of Windows 98. As for booting up from a floppy, no one has tried to use one with anything after Windows XP. Most people just use a USB keychain drive for installing or repairing Windows 8.x.x.

The error you are getting is related to the computer trying to boot off of the Network Ethernet interface.

It should work though. I don't think formatting and creating a bootable floppy disk has changed since XP. I'd suggest trying several different floppy disks.

Arced, you are not going to get far asking for help, with you coping an attitude. Again, there is no such thing as MSDOS since the Windows 98 days. And the screen you got is the one that you get, when the computer tries to do a Network boot.

Why not just boot off of a DVD or USB stick as already stated. Also helps to know what exactly you are trying to do with what you are doing.

A floppy disk at best will give you command prompt.
A startup recovery disk will give you more tools..
Configured F8 for safe boot and now drivers not being loaded..
Kinda at a lost of what to tell you.. maybe others will be more helpful

I was just trying to be honest, and I wasn't trying to install an MS-DOS operating system. The MS-DOS Startup floppy disc is not an operating system.

And the screen you got is the one that you get, when the computer tries to do a Network boot.

So what are you asking? how to get your computer to boot? as it appears your floppy disk does not work and since you configured it to boot into safe mode - you can't do anything once your there?

If you have windows setup media, boot from it and select repair this computer when you get to the install page

When I said that I configured my computer for Safe Mode, I just meant that I configured it so that I could get to Safe Mode with the F-8 key at startup. Windows 8.1 comes with F-8 disabled at startup. Once you're in Safe Mode though, you're supposed to be able to use the up & down keys & the enter key. Maybe there's something wrong with my screen.

Touch screen? Safe mode does not always load all the drivers, and most likely or maybe not loading that driver

The issue of not booting from my floppy is a different issue, and a separate event from what happens if I boot into Safe Mode with F8.

I don't have touch a screen, and I wouldn't want one.

I think trying to boot from floppy with windows 8 is that issue. And trying to use F8 with windows is the other issue..

Windows 8 unlike any other OS has it's own way of system startup repair and recovery and I think you are trying to do something that was not intended..

Somehow I feel like i'm pulling teeth..

#1. As I wrote before, I configured my computer to go to Safe-Mode on startup if I press F8, but when I get there, the keyboard is frozen, & I can't use the up or down keys or the enter key, so I have to re-start.

#2. Just as an experiment, I tried accessing Safe-Mode as shown in the following URL, & my up & down keys & my shift key worked perfectly:

http://www.howtogeek.com/107511/how-to-boot-into-safe-mode-on-windows-8-the-easy-way

#3. Then I went back & tried accessing Safe-Mode by depressing F8 at startup, & the up & down keys & the enter keys were still frozen, so I disabled the F8 option at startup which I had previously enabled as shown in the URL below:

How to enable the F8 key to start Safe Mode in Windows 8

#4. Does anybody know why??

What kind of mouse and keyboard, wireless, USB or PS2?

If wireless or USB then try a PS2 if the computer will accept one.
Does the mouse and keyboard work if you boot to BIOS Setup?

Your PC BIOS will go though each of the devices listed in the Boot Order section. If it finds a bootable device it will boot from it, if it doesn't, it moves on to the next device in the list. You are hearing the floppy disk being accessed, tested. It looks like it is not bootable. The last option in your boot list is likely "boot from network" which explains the message you are seeing. What do you hope to accomplish by booting from a DOS Floppy disk? If your hard drive is formatted in NTFS you will not be able to access it from DOS. Windows 8 does not contain DOS, it has a command shell that resembles DOS.

After doing a search for "Win Shortcuts", I was surprised to see so many, but I only saw one that I thought was very important, & that was the "Win" key + the "X" key for the Power Users Menu. Are there any others that are as important as that one?
