Problem regarding arrow keys in windows 8

Recently, on a laptop, this happens suddenly without any warning usually after startup, when im inside a window and pressing my arrow keys to move and browse between files in that specific window it won't work.

Instead, it minimizes and maximizes the window, but im NOT using the "windows" key in combination with arrow keys (the keyboard shortcut for maximizing and minimizing windows), and still it minimizes and maximizes that window. So I can't brows my files with arrow keys.

This problem appeared several times after startups, but after i pressed several random keys like the windows key, and ctrl key and probably another keys the problem was gone. But the problem still can happen after a new startup of the computer.

Please help. How can this problem can be solved ?

But the problem still can happen after a new startup of the computer. Now i cant duplicate the problem (it does not happen). But still, in case it will happen in the future I will connect and check an external keyboard.
