Windows can't open this type of file

I've been getting messages saying windows can't open this type of file (exe, link,).

I've been having other issues as well. At the moment I only have access to the windows 8 start menu. I can't get to the desktop. When I was able to get to the desktop the only files I could open were MP3 files. I also noticed that all of the icons on the taskbar and most on the desktop ( all except folders, video, and MP3) were white/blank. I couldn't open any folders or the command prompt.

One other thing. Although I have access to the start menu, nothing happens when I click on the apps.

It wouldn't hurt to run this batch file as administrator---

I saved the file to my phone and used another laptop to copy it to a flash drive. When I put my flash drive in the other laptop nothing happens. Not sure how I can access the file.
