The action can’t be completed because the folder or a file in it is open in another program. I suspect that my anti virus, Norton 360, is stopping me from deleting a specific folder, it happens only in one specific folder.
When I restart my computer, it takes time to the regular background tasks to "wake up", so I can delete it once the computer turns on, but then something stops me from deleting the folder. I am not sure if it is Norton 360, or another problem.
Would it be a Malware?

not positive what it could be ,anything knowing computers .
to see if its Norton 360. disconnect from intern ,disable Norton360 temporally ,how to do so will be in the settings of Norton , after its disable try deleting file.

just found this in google ,how to disable Norton temporally .

Try right clicking on the 360 icon in your notification area. You should be able to disable protection features for a specified time. Remember that you are unprotected while doing this, so you should disconnect from the Internet while doing this. Remember to reset the protection when you are finished.

You might try booting into Safe Mode, then see if you can delete it.

Alternatively, you could try MoveOnBoot. This is a neat little program that will let you tag the file or folder you want deleted. Then early-on during the next boot cycle, before Windows or any application can set hooks in it, MoveOnBoot deletes the selected files and/or folders.

It is not Norton 360, and I don't care that I can't delete the file, I can find a way to delete it. But I want to know what stops me from doing it, is it a malware?

you cant delete it because its open in another program ,you said that in you first post ,so you need to figure out what the other program is . start with , alt+ctrl+del ,open task manager , click on the startup tab,see what programs you have running on windows startup .you could try disabling them, and see if you can delete file.

to check for malware you could use the free version of malwarebytes .

I got Norton 360 and malwarebytes, it founds nothing, just tracking cookies sometimes, and it deletes the tracking cookies. Is there any easier way to find out what program uses the file? Thanks in advance. That would be hard to check the task manager files one by one.

Good answer !! Adding to his response check for programs open in Process tab of task manager too, find it highlight with left mouse click and, end task. Believe Task Manager will be the program to help you.

Which ever the file is you are trying to delete that will not make you, should lead you to the program that is open with it or using it. Good question is where are you deleting it from, Users Local temps ?

Since may not be able ask you what file or folder is you are trying to delete maybe for privacy reasons makes it harder for us to say which open program might be doing it.

Does it happen to any others files or folders you try to delete to think it's a virus ?
