Windows 8.1 start button not responding

Hi
My client was on windows 8 with everything running perfectly and then the client upgraded to windows 8.1.
We then proceeeded to get pastel working over the network and we needed to uninstall the current Pervasive and Install the workgroup edition. Once we did that we noticed that the start button on the task bar was not responding so we restored the backup which was done after thae pervasive installation.
Even since the 8.1 upgrade AVG2014 was giving compatibility errors saying it needs to be reinstalled.
I then installed AVG2015 which installed successfully but the start button on the bottom left of the task bar doesn’t work anymore

Any help will be greatly appreciated
