how do I get into a looping 8.1?

Hello people. I am an experienced fixer-of-PC's, but tomorrow I am picking up an 8.1 desktop which is looping, and from what I read on web yesterday, it can be difficult to get in via safe mode with machines running 8.1, which I may want to do quite early on. Apparently the F8 key input does not work because the bootup is so fast it is done before that input is recognised - really?? I am wondering what else I need to know before I start. I know nothing about the machine - what sort of drive etc - the owner isn't even sure he can find the OS disk, so I fear I am in for a fun time, not. I have worked on a couple of Windows 8 machines previously but not to troubleshoot boot problems. Picking brains on here will give me some hope that I will work out the how-to's. Thanks :)

Not ideal as it might cause some corruption, would have though sfc or dism should fix though

If you have trouble getting into windows, force crash it while its booting (hold power button in while its booting to force it off)
after doing this 3 times windows will automatically give you the safe mode/repair options as it hasn't successfully started windows

Others might know a better way, but I have done it this way a couple of times
