Booting error after uninstalling ubuntu

After uninstalling Ubuntu a few days ago from my dualbooted pc, my computer doesn't boot properly. It loads the Toshiba logo, but before it actually boots into windows, it gets stuck on the grub bootloader screen. The screen says the following:

Minimal BASH-like line editing is supported. For the first word, TAB lists possible command completions. Anywhere else TAB lists possible device or file completions.

I have a windows 8.1 installation disk, but whenever I put it in, turn it off and turn it back on, it waits a minute, but then it just loads the grub bootloader. According to the internet, its supposed to ask me what language I want and then I can fix it, but what am I supposed to do in this situation?

Sounds like the disk is not being read. Check the BIOS to ensure that the optical disk is read before the hard drive.

Also, if this was a preloaded Win8.1 machine, it most likely does NOT use MBR-formatted drive, but instead, uses UEFI. Sorry, but I don't have experience with UEFI, so I can't provide detail instructions.
