Hi everyone,
I am getting this issue lately. I have a new motherboard AsRock ConRoe 945G-DVI with Nvidia GeForce 7300LE graphics card with Intel Pentium D processor. I installed Win8.1 succesfully, but where it said "Windows needs to restart" i restarted, and now I am stuck at power on self-test. I can't even go to BIOS.

A POST failure is usually a hardware issue. What does the screen say? Any Beeps?

You say new motherboard. Make sure all connections and switches are set properly. Is the PSU rated high enough for your configuration?

The PSU is very good. It just happened when Win8.1 install was done, and i restarted. Nothing happens when i press F2 or F11. There's a BIOS update for my mobo, from 2010, now i am using the 2006 version. I can't do anything to flash,to enter BIOS.

That "new" motherboard isn't really so new. It may have just decided to pack it in as alphanumeric suggested above.

Try resetting BIOS. OS have not come into play yet since BIOS got stuck in POST mode so installing W.1 has nothing to do with that problem.

I will try replacing the SATA cable, if that doesn't work, then I will put a new HDD.

What about trying to see how far you can get in the BIOS without any drives attached. If you can't get in to BIOS like that, new drive or cable is not going to help.

Look at the brummyfan's post. The AsRock FAQ says, that this error code, 0078, means something with the hard drive or the cable. In my computer is a laptop hard drive. Is this a problem?

2.5" SATA drive ? shouldn't be a problem just because of that if properly connected and is in working order.

:ditto: SATA is SATA, it doesn't matter if the drive is a 2.5 inch drive or a 3.5 inch drive. Assuming its mounted and connected properly. For example, SSD's are the 2.5 inch form factor. I just use a drive bay size adapter.

EDIT: Like CountMike said, I'd just unplug the drive and boot up. If you can then access the BIOS you know its the drive or cable. If you can't access the BIOS then its something else, maybe the motherboard. A failed SATA controller may give you the same error code.

It was a bad hard drive.
Now I am running Windows 8.1 32-bit on my computer. The graphics: I used Windows 8 drivers from Nvidia. The Sound: I installed Windows Vista drivers, Realtek High Definition Audio.

Just so you know, running the 32 bit version of Windows will mean you can't use all of your 4 gigs of RAM. Anything reserved for/used by other hardware like your video card, will subtract from the 4 gig max limit. 32 bit Windows can only address 4 gigs.
