Windows 8.1 doesn't show lock screen wallpaper

    I had solved the problem as follows:

    Device Manager -> Display Adapters -> Update Driver Software (AMD card).

    However, there was a new problem. AMD Catalyst Control Center refused to open. I removed the update then works the AMD CCC fine, but the problem was with me lock screen back. With little further searching I came to the following results: logonui.exe must be set on Power Saving instead of High Performance. For me it was on High Perfomance.

    Wait a minute, saying updated video driver fixed your issue, but had to remove it because it came back with the lock screen being blank again ? Go to AMD Website and download the correct drivers for card, or go in the Graphics card properties sometimes be a check for updates option. Logonui.exe is file that enable the log on screen in windows 8 should always be running.

    Never saw an option in the Power settings for this, setting to different power plan should not change that. Weird.

    That's right, I downloaded the last drivers via device manager for my AMD-card, not via the official AMD website. After installing the drivers the lock screen issue was solved, but I can't open CCC. Next I download the driver from the official AMD website and I can open CCC, but the lock screen issue was back.

    I saw on CCC that logonui.exe was set on High Perfomance and not Power Safe Mode. My lapop uses my Intel-card for the lockscreen and normally not the AMD-card.

    Seems to be a bug in the AMD Graphics driver from research, maybe a fix through more updates
