A process minimised on the taskbar will not restore

Sometimes, when I click on a taskbar process button for a running, minimised process, it refuses to open (restore), or it opens in the background. This is in 8.1 update 1. I haven't seen it happening with Store apps. It is as though another process is blocking it and preventing it coming to the front, EG File Explorer. If I close the correct instance of that - usually the latest - the process will now restore when I click it. Or else I have to minimise windows in turn until the problem process (which had restored in the background) is now in front. This isn't always so. I have closed each process on the taskbar in turn, to see which is blocking the process I want to restore, and closed them all, had to restart. I sometimes see a very fast movement from the taskbar button to the left of the screen. I'm sure this is significant. The blocked process can be anything, say Word or Firefox. Blocking process I'm not sure about, if they have anything in common. I open and close File Explorer more often than any other program, but it can be other programs causing the problem

btw, I'm not mistaking a minimised process for a closed, pinned one - it's not a about launching a program.
