Keys for the boot phase

Hi
During the boot of Windows 8.1 Update, how do I go directly to the screen of the advanced settings of the boot?

In this phase, how can I go in safe mode?

Shift+F8 should take you to the Advanced Boot Options menu, like F8 did for previous versions of Windows.

Edit: This is hit or miss for me. Sometimes it works, sometimes not. Found this explanation why:
In fact, even the widely publicized SHIFT+F8 option, which supposedly works to force Advanced Startup Options to appear (and ultimately Startup Settings and Safe Mode), only works on very slow computers. The amount of time that Windows 8 looks for SHIFT+F8 is so small on most Windows 8 devices and PCs that it borders on impossible to get it to work.

Also this:
Windows key + C.
Settings
Power
Hold shift key and click RESTART.
Click on Advanced Options then Startup Settings.
Click Restart and you have almost the full advanced Boot Options menu like XP, Vista or Win 7.
