Obsurd Disk Average Response Time

I get this issue starting at boot, and then lasting for about 30 minutes:

It's highly annoying. Is there any way to fix this problem without having to buy a new HDD?

If it changes anything, taskhostex.exe takes up most of the disk usage (usually at 3 MB/s):

I had a couple of that model WD Black drives. I never got any behavior like that. It sounds like one of those hw issues where something starts working after it heats up. I take it every time the drive is used after it has been powered off for some time it reverts to this?

I suspect something heat sensitive is about all I can speculate.

That is correct. I will try restarting and see if the HDD reacts well (it will already be warm). If it still has problems, then your speculation will be incorrect.
