No desktop after refresh on windows 8.1
Hello,
My desktop is completely blank after doing a refresh on windows 8.1 keeping my files and settings.
I have rebuilt the icon cache and run sfc /scannow
There is no restore point because the system is refreshed. Ideas?

Are your files still there? Hopefully yes. You will have to rebuild the desktop. If most of your desktop was shortcuts to installed programs you may need to either re-install them or create a new shortcut.
You are signed in under the same account right?
Sorry, don't believe there is a magic way to get it all back.

All of the files are there and there are no shortcuts that were there before or are missing. (None at all). There is also no recycle bin on the desktop. The desktop is completely blank. I also booted to a command prompt and renamed C:\users\myaccount\desktop to foobar rebooted and a new desktop folder was built complete with default icons which also do not display.

So if you right click on the desktop and select view then select show desktop icons.....nothing?
Also note the warning on Microsoft site:
[h=3]Warning[/h]
Apps you installed from websites and DVDs will be removed. Apps that came with your PC and apps you installed from the Windows Store will be reinstalled. Windows puts a list of removed apps on your desktop after refreshing your PC.
