Jumplist swipe up behavior problem

So I just put together my new computer with windows 8.1 and I noticed that when i do the swipe up gesture to access the jump list from the taskbar, my computer will automatically launch whatever my mouse is over when i let go the mouse button. On my laptop with 8.1 when i go through the swipe up gesture using the mouse, the jump list will open up and then i can click on it to choose what i want. Does anyone know where the gesture settings for jump lists are?

In the picture i have attached, I have the "Downloads" folder highlighted from where my mouse is from clicking and holding while swiping up on the icon. If i let go of the mouse, it will go to the downloads folder. On my laptop however, the same dragging upwards will not automatically go to the downloads folder, but rather make the jumplist appear only.
