    If you have a DVD you can boot to install with then yes you can.

    I thought you said you could not boot the DVD you currently have.

    weird I can't get it to work. I don't know what to click

    Oh wow. My PC now says "Repairing disk errors. This might take over an hour to complete." It WAS at the repairing screen for like 30mins so maybe this is good or another bootloop?

    Could be a good sign, A corrupted file system could cause the problems you've been seeing.

    Sigh... After about 5 mins the loop happened again.... I give up.. I don't know what to do.. I'm going to bed. Deal with this tomorrow.

    UPDATE: Got a solid non disappearing bkur screen with the error code : 0xc000021a
