Windows 8 and windows 8.1 wont boot

My pc wont boot after shutdown when fast startup is enabled......when i start my pc it will stuck at blinking cursor after windows logo.....but restarting the pc(using the button on cpu) makes it to boot.......

Are you dual-booting with those 2 Operating Systems [one or the other]? Do you have a CD or DVD disc in the drive? Do you have a USB HDD or USB Thumb/Flash drive plugged in?
