Solved Cannot lock computer Windows 8.1

It have been while I cannot lock my computer either by ctrl-alt-del or directly using the "windows"+L shortcut. I tried the tips here by using the gpedit.msc. It can actually show/hide "task manager" or "change password" but "lock computer" is hidden even if I turn off the "Remove Lock Computer" option. I also tried the "sfc /scannow" to fix the OS, it didn't help either.
Any suggestion to fix this?

I found the reason I cannot lock the system. In the registery location "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon" , there is a 'DisableLockWorkstation'. It was set to '1'. Issue resolved instantly by setting to '0' .

I don't have any idea when and how it was set.

Sounds like GPO caused it. Sometimes you never know how things like these happen. 8 has a weird quirk that when you set NumLock on. It tends to turn it back off.
