System Recovery not working on Samsung Laptop

I have a client's laptop which is a Samsung Model NP350V5C-A01us and I am trying to recovery the OS or more than likely do a clean install.
Customer reloaded BIOS to factory default prior to bringing it to me. Client even tried the recovery disk that came with the laptop.
This is what both the client and I are getting: see attached image.
All the options that show in the image when pressed leads back to the same Recovery screen.
I cannot get the DVD to boot from but the Disk is running. So not sure if the laser is of the DVD is not working.
Either way I need to figure out how to get past the recovery an either do a clean install or fix the issue. The only thing it gives me is the error code: 0xc000185, which I have searched, but no file name is showen

That code relates to a issue with the hard disk. Can you run hard disk diagnostics from the BIOS usually by tapping F8 at boot?

No I cannot run hard disk diagnosis from the BIOS. I even tried to run Hiren's Boot disk and it will not run that. All it does is keeps going back to the recovery screen with the 3 options shown in my image. I was thinking it was the harddrive but before I have my client pay for a new hard drive I wanted to check all avenues. The worst part of this is I cannot even get a disk to run in the cd/dvd drive. I am looking at maybe doing a bootable ISO on flash drive but not even sure if that will work as the BIOS does not have a boot option for USB. I'll tell you this is the sparsest BIOS I have come across. It shows to boot options of HD and CD/DVD drive, but the CD/DVD option keeps on disappearing.

Does F10 get you to the boot options?

no F10 does not do anything. I have done all my normal things and even some experimental stuff and nothing. This is exactly what it was doing for the client

Already did. All connections are good. I am going to try a bootable USB ISO and if that doesn't work I will try an external DVD drive. Just hoping that maybe someone might have ran into this before and have some off the wall working idea. lol
