I installed Windows 8.1 that I bought at Office Depot in Mexico. I do not have the power button on the start screen. Is this 8.1 or not? The computer says it's 8.1.

The power button on your Start screen is added with Windows 8.1 Update. You can update to it by installing all of your Windows Updates.

I was set for automatic updates and when I checked Windows Updates it said I was all good. Then I told it to look for updates and it found two. One was the Windows 8.1 update. I downloaded it and that seems to be it.

Yeah, some updates (usually "optional" updates) do not get installed automatically. It's always a good idea to manually check for and install updates every so often.
Microsoft releases scheduled updates every second Tuesday of each month.
