Help with boot screen

Hi everbody,
I am using windows 8 on hp envy dv6. It sometimes happens that there is an electricity short cut where I live. As a result the windows crashes as it shuts down the wrong way (The hp battery is not working). The problem is when I come to start the windows again, it takes me back to a screen where I have to choose the language and the keybord layout language instead of logging it directly to the home screen. This really bothers me. There is one more issue, when my kids want to use the laptop, they don't know how to log in and start clicking randomly on the other options on that screen (like reset your windows, windows restore, etc.) That is why I come home often I find my windows are reset and I lose the setting options and sometimes many important files on desktop.
The question is: Is there a way to stop the windows from taking me back to that stupid screen and directly log onto windows 8 start screen.

Thank you David for your quick reply. But this still doesn't solve the problem. What I wanted is a better way to avoid windows taking me back to (Choose language and keyboard setting screen)
I'd better take the kids with me instead.

You can put a password in the BIOS so computer will not let anybody without it to Boot up windows, That would take care of kids doing foolish things to windows. Only way to bypass that, is to reset bios and that means opening computer to do it.

It seems that I am not able to clarify my point. The problem is not mainly the kids. The problem is that the screen that appears when the computer shuts down as a result of power cut off. How can I avoid that stupid screen that keeps asking me to choose language and keyboard layout. It is supposed for the system to keep these previously set up setting, Why does this screens keep annoying me?

You mean this screen right? This appears when windows enters recovery mode - this could happen due to power loss. You have to pick your language and keyboard before you enter the recovery options. I don't know how to stop it. A new battery might be a good idea though as if you have lots of power outages you could irretrievably loose data. Sorry I can't help more.

I'm afraid you might have more of the problem than just the battery, not even without it windows should go to repair stage. I too loose power fairly regularly, twice a month at least and at most I get a message that Windows recovered from a serious error and asks if I want to send report. What could be happening is that your HDD has an error and it needs to be repaired.

I have run HDD error scan and nothing wrong with the HDD. Maybe it is something that inevitable. I have tired a lot to avoid the recovery manager screen. This is really stupid. I have never seen such a problem with ex-windows OS although I am used to losing power often. I don't really know why after every unexpected shut down windows takes me to that annoying screen.

Did you try the old standard commands:
sfc /scannow
dism /online /cleanup-image /restorehealth
As you said, it's not normal to behave like that at all.

What you need to do is to keep your notebook from turning off Cold every time you lose power. Replace the battery in the notebook or get a UPS. Where I live here in South Louisiana I have UPS's on all my electronics. Its cheaper than replacing expensive equipment.
As often as your notebook has been cold shut off the OS has to be in horrible condition. The window is trying to help you save your computer and will keep on nagging you until the issues are resolved. IMHO
