First sign-in sequence showing long after first sign-in

Hey everyone

Every now and then my Windows 8.1 x64 shows the first sign-in sequence after a restart. I noticed it most recently happened after a normal Start->Power Options->Restart. I'm quite sure it has also happened after right clicking on start button (Control-X) and restarting from there, as well as from a custom shortcut I have for restart (shutdown.exe /r /t 00).

I had just finished installing IBM SPSS 22 for a class I'm taking, but I think this is unrelated.
It goes through the whole "Setting Up Your PC" and "Installing your apps" screens even though its perfectly fine and and all my data including app data is still there. See the attached file for an example of what was most noticeably shown.

With another incident, something similar to this happened but it actually reset some of my settings for things like MediaMonkey, Connectify Hotspot, GOM Player and VLC player. It was like they had been started for the first time ever with no license information or preferences like Always on Top.

Its not a matter of urgency but I keep worrying that one day it will actually mess with my system in a very annoying way.

Has anyone else experienced anything like this?
