How to enter BIOS when fast startup is turned on

I have a desktop with Windows 8 upgraded to 8.1, I can enter the BIOS setup by pressing the DEL key only when the preceding shutdown is a complete shutdown (shutdown with fast startup turned off).

If the desktop is shutdown with fast startup turned on (incomplete shutdown), and Windows cannot be loaded during the subsequent starting. How can I enter the BIOS to select to boot from a USB stick?

Try this, Shutdown Windows if possible. Turn the power supply of the PC off and unplug it from the wall. Now press the case power button to drain it completely. Now plug it back in and turn it back on. Hopefully that kills any S1 or S3 state the motherboard was in and gets you a cold boot.

You can turn off the fast boot. However, if you boot up Windows 8, do a "Restart" and that will allow you to access the BIOS.

His scenario is that he can't boot into Windows to change any settings.

I saw that. But if he restarts he can then enter the BIOS and do what he wants. Just have to first let it boot to Windows.
