Problem Cutting and pasting Files

Hello, my issue is that when I cut and paste a file, the file that I selected to "Cut" does not disappear. I cut files off my computer to put them on my USB drive, but after cutting them they are still on the computer. If I try to delete them manually I get this message: "You'll need to provide Administrative permission to delete this file".

I click continue to give admin permission, and then it says it still does not work. Then a while later, I check the folder and the files are magically gone. It is very confusing. I have tried restarting explorer.exe, but it does not help.

I'm using Windows 8 Home Premium.
