Windows 8.1 : Charms Bar mouse gesture is disabled

This is a legit copy of Windows 8.1 Pro with Media Center. After about 8 hours of uptime or so the mouse gesture in which you move your mouse to the top right to see the charms bar does not work. In addition the start button at the bottom left in which you are able to click to get to the tile screen becomes disabled but the Windows Key still functions to get there. Also after this behavior, full screen apps such as games will launch and then immediately get minimized to the desktop. I know the simple solution is to log out and log back in and that takes care of the situation but it's become quite annoying ever since I installed this OS as a clean installation. I keep scratching my head as to what is wrong.

Try running sfc & dism.

sfc /scannow

Dism /Online /Cleanup-Image /RestoreHealth

Right click the title bar to get the edit/paste option.
For best results run sfc then dism then sfc again. :)
