Instead of shutting down, PC restarts.

    Hello there.
Yesterday while I was sleeping, a thunder struck nearby my house while my PC was running. After that I immediately switched the PSU from 1 to 0 without trying to shut it down properly. Since then I cannot shut down my PC without switching off the PSU. To tell you exactly what happens, I press the shutdown button in Windows 8.1 normally, after that it shuts down for around half a second, turns back on for half a second and then again turns off for half a second. After that it powers back on. I forgot to mention that my integrated network card on the motherboard died after the lightning as well. My MOBO has some kind of electrostatic discharge protection as well. Last thing, when I booted up my PC for the first time after I turned it off by switching off the PSU, it said "Setting thing up for you" like I started Windows for the first time. I think this is what is causing the problem.
What do you think? Do you guys have any idea on how to fix this?

    System specs:
    Motherboard: Gigabyte 970A-D3
    CPU: AMD FX-8320 @ 3.5ghz
    GPU: MSI 7790 1GB OC GDDR5
    RAM: Kingston HyperX DDR3 2x4GB @ 1600mhz
    PSU: LC Power LC600H-12

    Thanks in advance!

Sounds as though you didn't have your computer plugged in to a UPS. As a result you have smoked your Mother Board. You can try to restore a back up Image, if you don't have any then do a restore to a time before the issue started Refresh or repair install or Clean install.

My PC runs fine. I have tried system restore and it didn't work but I haven't tried to refresh my PC though. I'll try that.
    Thanks for the feedback.

A week or so ago I noticed a very weird whining noise coming from my PC. The only way I can describe it is perhaps a stock horror movie girl scream but not as intense and it wound up if you know what I mean. It wasn't ear piercing, actually far from it but it was noticeable. I couldn't figure...

My biggest problem in Win 8 is how do you find that "sweet spot" that you hover over to bring up what they call "Charm". If I hover the mouse at the bottom right corner it brings up the icons (settings, etc.) and sometimes the Charm. But most times it doesn't come up. I then move the mouse back and...
