ALT+F4 shutdown problem in windows 8.

I just bought a sony laptop with windows 8. The side panel power options(shutdown and restart) and alt+f4 are not working to shutdown the laptop. Only holding the hardware power button for 4 seconds is working to shutdown the laptop. Please help and thank you in advance.

If you're not familiar with Windows 8, just the simple matter of shutting DOWN can be a daunting experience.

For that reason, I install a Quick Shutdown (shortcut) Icon on the Desktop.

While I'm on the Desktop, I right click the desktop, click on "New" and "Shortcut" and in the shortcut box I type in,
or paste in, %windir%\System32\shutdown.exe /s /t 0
Then you can give your new shortcut a name, like 'Quick Shutdown'.

Then just clicking on that shortcut, windows will shut down and so will your laptop.

I've used that basic technique on every PC I've set up since Windows 98.
The Syntax has changed since then, but the result is the same.

I will surely use this method but my concern is that why are the other two options not working. ALT+F4 is one of the most used methods and using it doesn't change anything. Is there a problem with the windows. I also recently installed updates which were not 100% successfully done and i also had issues which laptop not booting and stopping at the windows 8 lock screen. That is fixed but this new problem has risen.

Please tell me if you know what might be the real problem. Thank you.

Sorry for the extremely late reply. When i use ALT+F4 or click shutdown/restart from side panel of windows 8, nothing happens, the system keeps on working normally unless and untill the hardware power key is used to force shutdown the system. I also asked someone else and they gave the same old reply that you need to reconfigure windows.
