access to all files denied

I just recently formated & reinstalled windows 8.1 pro x64 and i have two accounts. my account everything is fine ive installed all my files and my put my data back on and what not but my wifes account isnt fine.

seemingly everything was ok i got her browsers and favorites up and running. set up a few things for her but now im finishing up including putting her data into her folders and there appears to be some type of permissions problem. i first noticed it when trying to install itunes i got an error of some sort saying i dont have permission to install it but it wasnt an error ive seen before. so i logged into my account and confirmed shes admin so i put her down to child and back up to admin and went back and itunes installed...

now i went to access some of her data and everything is saying access is denied...i work at a computer shop and have formated & reinstalled windows 100's of times but ive never run into this problem after a clean install...so im coming to the experts...thanks!

Another example...so i got itunes installed and i just tried to open it and it says "The itunes Library Extras.itdb file is locked, on a locked disk, or you do not have write permissions for this file."

i was thinking of trying that but I just dont understand why it would do this. i may just end up formating and reinstalling again (pain) but it might be the best option ill try the take ownership and let you know. thanks

I ran the take ownership from within the user account (meaning i logged into my wifes account and ran the take owner ship. If i check the security properties for her user accoung SYSTEM, My Wife, Administrators all have full access to the account.

I think i may have figured something out but i dont know why or how it happened...i have a western digital my book essentials. i was using the WD software to back up my user accounts (i normally just manually back them up) I did not set anything up with a password or with enctryption or anything but when i go to access the data on the external through my account i get the same access denied. is it possible that some how its some type of encryption or something to do with the wd software...?

Hmm, ok. Do the files that deny access show that you have "Full control" in their permission settings?

Are these files EFS encrypted by chance?

If you haven't already, add the user account to the permissions, and set it to "Full control" to see if you are able to access it afterwards.

Other than seeing if using take ownership on each file, not sure since manually doing it is working for you.
