Try using sc.exe to do the same thing. If that also fails it may help locate the problem. In an Administrative command prompt run
    sc /?

    for parameters.

You cannot change the parameters of the RPC service from the services module.

This link will show you how to change it in the registry editor, msconfig or Admin command prompt Start/Stop Remote Procedure Call (RPC) service in Windows 7 from Services, Regedit or CMD

The appropriate variables for changing the settings are included.

Why do you want to change the parameters of the RPC service?
This is a very critical service with many dependencies.
There is a reason why the service manager will not do this. If the account of a system service is changed it may not be able to perform it's assigned task or you may compromise security.
