Try using sc.exe to do the same thing. If that also fails it may help locate the problem. In an Administrative command prompt run
sc /?

for parameters.

Why do you want to change the parameters of the RPC service?
This is a very critical service with many dependencies.
There is a reason why the service manager will not do this. If the account of a system service is changed it may not be able to perform it's assigned task or you may compromise security.
