How to (re)boot Windows 8.1 fast and without problems ?

The last couple of days, when I (re)boot my PC (Windows 8.1) I experience the following :

    - all desktop icons are visible, but only a few are as it should be (others : white)
    - after seconds, only "this PC" and "wastebasket" icons are OK; all others become white
    - internet connections / access sometimes "available" or "connected", sometimes not, but not working
    - only after +/- 40 seconds everything becomes "normal".

My internet provider cannot solve it : everything seems to be normal.

What's going on and what to do about it ?

Thanks in advance for your advice.
    Best regards.

Rebooting known that applies new settings done by you or any programme newly installed, or maybee after defragment (disk or registry), if you have fast boot up on it wont be applicable during reboot because when you enable fast boot you will get a slower shut down cause the option fast boot creates some files that will help your PC start faster when you boot it.
So i dont think so you have a problem.

Fix broken desktop shortcuts and common system maintenance tasks

If the issue persists, then rebuild icon cache follow the below mentioned steps -
    a. Click Start, then control panel and in the search box write Folder options.
    b. Now click Folder Options to open and select (dot) Show hidden files and folders.
    c. Open a Windows Explorer window.
    d. Go to C:\Users\(User Name)\AppData\Local
    e. Right click on IconCache.db and click on Delete.
    f. Click on Yes to confirm the deletion.
NOTE: This deletes the file to the Recycle Bin. It is safe to empty the Recycle Bin when finished.
    g. Close the window.
    h. Empty the Recycle Bin.
    i. Restart the computer.
    j. When you go back, you will notice the Size of the IconCache.db file is smaller, and the Date Modified is now the current date.
NOTE: If for some reason IconCache.db is not there or the size has not changed much then you may just restart the computer again. You may need to restart a couple of times in some cases.

    k. The icon cache will be rebuilt.
I wasn't referring to anything you posted.

OP stick with standard reboot protocol. I have seen one tweak leads to some other mishap somewhere else. Happens all the time lol
