Teracopy copying @ 25mb/s only

I have a laptop with Windows 8.1 update 1 and my brother has a computer with the same OS.

We both use the latest version of 'teracopy'.

When I copy a file I get upto 50mb/s.

My brother's never goes over 25mb/s, it just stays at 25mb/s.

Do you know why this is happening on my brother's computer?

What does he get for throughput using Explorer?

I don't remember TeraCopy having a bandwidth throttle setting. If Explorer copies faster try another like KillCopy. If it is something in Windows they may all be about the same. If it's specific to TeraCopy then one of the others should display more speed.

Same hard drives?
Is yours an SSD and his is not?
Where are you/he copying from/to?

We both have the same type of harddrive - we don't have SSD.
I can copy a file onto an external harddrive and get @ 40mb/s.
I will give him the same external harddrive to transfer a file and it will not go over 25mb/s?

The external drive is USB attached, right.

Are the USB ports being used USB 1.1, 2.0 or 3.) and are they the same on both computers?

USB ports on both computers are 3.0, but the external harddrive is 2.0
