Can't Turn Off Read-only

I have windows 8.1 on a computer I am just trying to start using. However, when I transfer any of my personal files from the old computer they all end up as read-only. I try to change them, but they always revert back to read-only. The directories in the new computer are classified as read-only also, and cannot be changed. How can I solve this?

I transfer by using a hand disk - load on ole, put on new.

I do not understand, do you mean you transferred to an external hard drive or DVD disk and did you use a backup program for this or just used the drag and drop method?

I draged and droped to one of those little hand held disks.

Most of the directories have the R attribute, at least on my Win 8 Pro system.

I don't believe you can turn it off. Why do you think you need to? Just ignore it.

Wel, all of a suddon things seem to be woreking OK. Before all files I copied over ended up as read-only and could not be changed. Now I have copied some files over and they do not end up reaqd-only. ???????
