My laptop won't start it's stuck in a restart loop and gives me an error message saying there were a problem and it needs to restart, but it does the same thing when it restarts again.

Try pressing the F8 key and see if you can access Safe Mode. Another option is to press the F key set by the manufacturer to do the factory reset. You'll likely lose your saved files like documents, pictures, videos etc when you do a factory restore.

I couldn't access the f8 menu where you can start the pc in a safe mode

I only could access the f12 screen which you have the options to access the HDD recovery so here is what i tried:

First I tried refreshing it, it gave me an error message "drive where windows is installed is locked, unlock the drive and try again.

I then tried resetting it but again it gave me an error message "unable to reset a required drive partition is missing".

I tried a system restore and this is what i got "an unspecified error occurred during system restore. (0x8007051a)".

There is a Maintenance utility which has two options, first is "delete all data and partitions from the hard disk" and the second option is "delete all partitions overwrite all sectors on the hard disk" I didn't do either cause i'm not sure what will that do.

There is the (system image recovery, recover windows using a specific image file) when i click it it says windows cannot find a system image on this computer.

There is Automatic Repair when i press it it says "automatic repair couldn't repair your pc Log file: C:\WINDOWS\System32\Logfiles\Srt\SrtTrail.txt.

There is the command prompt which i don't know what to do with it.

There is the UEFI Firmware Settings restart to change UEFI firmware settings which is not doing anything just restarting the pc and going into that loop again .............

It sounds like your hard drive file system is messed up. So much so that it can't even do the factory recovery. The hard drive may actually have failed or be damaged, hard to say. You'd have to download and run a diagnostic utility from the hard drive manufacturers web site to confirm it. If it's just a messed up file system a reinstall with a set of factory recovery disks should fix it. Did you make a set or recovery disks or create a Windows recovery drive? If no you'll likely have to order a set from the manufacturer.

try shift+F8 when booting or try using a repair disk.
If none of the above work, i recommend using Hiren's boot Cd. For details on how to use it plz revert or check the website for details.
If u want to do a clean install but want to preserve your files, run hiren's boot cd and open mini xp, and u can take a backup of your files.

I'll try to check Hiren's boot Cd out. but if you have a link to where i can read about it or download it it would be awesome. since i don't have my laptop with me, i don't wanna use my friends laptop for too long trying to find something.

I don't have a recovery disk, my laptop never came with one, i'm trying to create a bootable flash drive using my friends computer it says check your connection and try again ...

It says check your connection when? When your trying to create it or when you try to boot from it? Aside from making it bootable, what utility did you put on it to run?

It says check your connection when i'm trying to create the bootable flash drive? after the step where it checks your key and accepts it.

It sounds like your trying to make a Windows To Go setup or something. Those are options I've never seen when making my install thumb drives or recovery drives.
