I have a custom built computer running Windows 8.1 64-bit. Recently, it stopped going to sleep on it's own (except the first time that the power plan is followed after boot). Otherwise, the monitor goes to sleep and that is it. After a bunch of other attempts and fixes, I have found that there is a driver that is blatantly disregarding powercfg settings (as seen here: https://www.dropbox.com/s/p7a3icvuivdi9ce/annoying.PNG). This has been going on for over a week. I have run sfc /scannow, and dism /online /cleanup-image /restorehealth with no luck.
I'm posting this tentatively, but I had group policy set to disable homegroups. So far returning that policy back to the default of not configured has solved the issue. There have been no extraneous requests made by \FileSystem\srvnet since that issue. Thank you for your help with the issue though. I had tried to use that topic as a springboard to help my search but to no avail.
