Computer will not sleep past the first time after boot

I have a custom built computer running Windows 8.1 64-bit. Recently, it stopped going to sleep on it's own (except the first time that the power plan is followed after boot). Otherwise, the monitor goes to sleep and that is it. After a bunch of other attempts and fixes, I have found that there is a driver that is blatantly disregarding powercfg settings (as seen here: https://www.dropbox.com/s/p7a3icvuivdi9ce/annoying.PNG). This has been going on for over a week. I have run sfc /scannow, and dism /online /cleanup-image /restorehealth with no luck.

Do you have any other media devices connected to your computer ( tablets, TV's, etc ) ? In the past there have been Microsoft topics such as this one

Not sleeping due to : \FileSystem\srvnet

that refer to media streaming and this particular driver issue.

I'm posting this tentatively, but I had group policy set to disable homegroups. So far returning that policy back to the default of not configured has solved the issue. There have been no extraneous requests made by \FileSystem\srvnet since that issue. Thank you for your help with the issue though. I had tried to use that topic as a springboard to help my search but to no avail.

Lately my computer has been acting up. It takes forever for the computer to go to sleep. I could tell because the inside has LED lights. It used to be really fast in going to sleep and would shut off almost 5 seconds after. Now it's around 30 seconds. Also, programs like Winrar are really slow....
I'll start my computer, it will post and go into the BIOS just fine, it will always get past the screen right after the bios (with the motherboard logo and the windows spinning dots) and then it will go to a blank screen of blackness. Hi! I'm not sure if this is a hardware problem or OS. Laptop: Lenovo U410, Windows 8. So, first of all, it takes 50 seconds - up to a few minutes to boot up. Then, laptop doesn't sleep (it turns off the screen but the rest stays on). On top of that, I can't access the BIOS - it just loads OS....
