Solved Computer will not sleep past the first time after boot

I have a custom built computer running Windows 8.1 64-bit. Recently, it stopped going to sleep on it's own (except the first time that the power plan is followed after boot). Otherwise, the monitor goes to sleep and that is it. After a bunch of other attempts and fixes, I have found that there is a driver that is blatantly disregarding powercfg settings (as seen here: https://www.dropbox.com/s/p7a3icvuivdi9ce/annoying.PNG). This has been going on for over a week. I have run sfc /scannow, and dism /online /cleanup-image /restorehealth with no luck.

Do you have any other media devices connected to your computer ( tablets, TV's, etc ) ? In the past there have been Microsoft topics such as this one

Not sleeping due to : \FileSystem\srvnet

that refer to media streaming and this particular driver issue.
